Rather than accepting the status quo, Adam helped lead the coalition that backed Act 464 of 2019 (Senate Bill 145), a landmark piece of legislation that cleared the path for third-party solar service agreements. Because of his work, the county was able to partner with solar providers to build massive arrays—including the project at the Pulaski County Detention Center—at zero out-of-pocket cost to taxpayers.


The results speak for themselves:

  • $250,000 in Year 1 Savings: The county immediately began spending less on utilities, freeing up funds for critical services like public safety and youth programs.

  • Fixed Energy Costs for 25 Years: By locking in energy rates, Adam shielded the county from future utility hikes.

Reflecting on the impact of this work when the first of two solar arrays was switched on, Pulaski County Judge Barry Hyde stated, "Those savings will allow us to divert funds to more impactful services... This is the right thing to do, environmentally and financially."
